I know that we would need to spend the 11,000 or so in adoption expenses in order to get that matched in credit, but how does the tax credit actually work? If we fill out our taxes and we are getting a refund of say $500, do we get the credit on top of that or do we have to owe money in order to receive any of the credit?

My student loan went into collections, and is now at the California Tax Board, set to be “intercepted” from my tax refund. If I do my taxes online, with like TurboTax, will it “know” i owe this, or will I get a full refund, and a bill later?
Follow-up question:
If the amount I owe is greater than my refund, will I have to pay it all at once, or can I settle/make payments? Transfer the debt to next yrs refund?
